PENTYRCH  COMMUNITY  COUNCIL

Cardiff County Council are in the process of devising a Unitary Development Plan (UDP).  The UDP will be the blueprint of the proposed future of Cardiff up to 2016 and will be available soon for public consultation.

The Community Council would like to ensure that the villages are not overlooked and the aspirations of local residents are reflected in the UDP.  To this end the Community Council are drawing up their own Community Plan.  Councillors have already outlined a number of issues they would like to pursue but need to be sure that these are in line with residents wishes.  A number of local organisations have had the opportunity of contributing to the Plan and the initial suggestions for the plan has been published in the Community Link inviting comments from the wider public.  This draft document is now available for further consultation.  Please submit your written comments to

  • Villages
  • To enhance the villages by way of providing shrubs and flowers.  Promoting a sense of pride in the villages with the ultimate aim of entering the "Best Kept Village" competition;
  • To improve landscaping around the fingerpost, Gwaelod y Garth;

  • Residents
  • To support improved provisions for the elderly;
  • To support improved provisions for the youth;
  • To support local organisations;

  • Recreation
  • To support the provision of sports facilities in Pentyrch and Creigiau;
  • To provide and promote booklets/leaflets of the public rights of ways within the area and possibly the formation of a Pentyrch Ramblers association;
  • To ensure that all public rights of way are kept open;

Long Term 
 
  • Recreation
  • To provide additional recreational facilities for Creigiau by way of a Community Hall/Centre;
  • To work in conjunction with the Trustees of Pentyrch Rest Centre to provide better facilities;

  • Access
  • To provide pedestrian access from Creigiau village to the Recreation ground;
  • To improve pedestrian access from Pentyrch to Gwaelod y Garth along the old green lane;
  • To improve pedestrian access around the Memorial Park;

  • Facilities
  • To formulate a comprehensive "History of the Community";
  • To provide a reference library of village matters and/or a small library and reading room;
  • To improve facilities at Capel Llanilltern;
  • To improve School Lane, Gwaelod y Garth;

  • To improve and maintain Community Council's  street furniture - including benches, noticeboards and wooden bus shelter and to provide a map of the villages in a central location;

Campaign Issues

  • To conserve the villages against over development and to ensure they maintain their rural character;
  • To campaign against the extension of the local quarries;
  • To promote the education of the use of the Welsh language and to support Welsh language learners by providing a venue for classes;
  • To maintain the Welsh atmosphere of the villages and to support the continuation of old traditions;
  • To ensure that a Police presence is maintained in the villages;
  • To campaign for a more equal electoral representation in Creigiau;
  • To campaign for an improved and reliable bus service for the villages;
  • To campaign for the eradication of invasive plants;

  • Highway - Rural Transport Policy
  • To campaign for lighting on Ty Nant Road, Creigiau;
  • To oppose any junction from the A4119 to the M4;
  • To campaign for a weight limit through Creigiau and to ensure that existing weight limits are enforced;
  • To campaign for the improvement of the condition of the county lane network;
  • To campaign for a new light diesel railway line through Creigiau;
  • To campaign for a cycle network to link with the Taff Trail;
  • To campaign for traffic calming measures throughout the villages;

New 
  • To take on further Agency agreements with the County;
  • To strive to improve communications between the County and local residents by making available an easily accessible venue at the Community building;
To campaign for recycling facilities in the villages and additional litter bins;

EXECUTIVE SUMMARY


Current proposals have been divided into 2 categories -
Projects and Campaign issues.  These categories have then been sub divided into short term/current -  those that are easily attainable and relatively inexpensive, and long term/new -  those that require co- operation from other partnerships or are in need of additional funding.

Projects

Short Term

  • Conservation
  • To safeguard the conservation of the area's wild flowers, plants and animals, particularly in areas such as Fairmeadow fields and woodland, the Frog Pond and Gwaelod y Garth woodland; 
  • To provide nesting boxes in the appropriate locations and to preserve the areas around the quarries;
